Preschool- age children with disabilities show greater skill development when provided with high-quality instruction and classroom environments. Head Start offers families with disabilities a preschool program. (Lee & Rispoli, 2016) Children with disabilities are either identified before enrollment or identified before starting the program. Disabilities that Head Start recognize are health and hearing impairments, emotional/behavioral disorders, speech or language impairments, mental retardation, orthopedic impairments, vision impairments, learning disabilities, autism, traumatic brain injury, and other disabilities. (Lee, Calkins, Shin, 2016) Federal mandates require that 10 percent of enrollment opportunities be held for children with disabilities, because of the Improving Head Start Act of 2007. (Lee & Rispoli, 2016) Section 1308 of the Head Start Program Performance Standards and Other Regulations requires the program to offer certain services to children with disabilities including, service planning, recruitment, enrollment assessments, eligibility criteria, IEP’S, nutrition, parent participation, and transition into public school. (Lee, Calkins, Shin, 2016)
